Last week, WE all received information about the Bond Workshops. Below, you will find dates for Budget Workshops and Budget Presentations. Budget workshops and presentations are planned through March and April. Mark your calendars! While each Budget Workshop covers a unique aspect of the budget (indicated below), the PTA Budget Presentations are all the same. Bond Referendum Frequently Asked Questions What is a Bond issue? A bond issue is a way to borrow money to fund capital projects. This requires voter approval. Capital projects may include additions to buildings, school renovations such as boiler repairs, building renovations, building expansion, sitework, building exterior wall repairs, plumbing repairs, and ceiling or floor tile replacements etc.. It can also cover security provisions such as intercom systems, security cameras and lighting. As you will see, weve scaled our bond down to cover critical health and safety issues only. The district brought a bond referendum to the voters in the fall of 2008, which was defeated. Why are they asking us again? The Board heard our community loud and clear. As you will see, this bond is far smaller - $8,799,968 as compared to $38,931,030. It is also targeted, covering critical health and safety projects only. It is the responsibility of the Board of Education and the districts Central Administration, to inform the tax payers about the maintenance and repair needs of the districts buildings and grounds. In essence, the community owns these buildings. Even though the first bond was defeated, critical health and safety issues, identified by the Districts Facilities Committee, remain and must be addressed. Where does the money come from to pay for the capital projects included in the Bond? When voters pass or approve a bond referendum, the school district obtains a loan from a bank. This is done under the guidance of a financial advisor in order to secure the lowest interest rate possible. The district pays back the debt over an agreed upon period of time. The bond we are proposing will run for 15 years, a standard period of time. Is securing a bond similar to getting a home loan? The process is similar to getting a home loan in the following ways: When you purchase a home, you borrow money at a specific interest rate. You make payments on that loan, which include principal and interest, over a period of years. In order to make those payments, you dedicate a certain amount of your income to retiring that debt. However, there are significant differences. What are the differences between paying back my mortgage and paying back a bond? Unlike aloan or home mortgage, we will actually pay back less than we borrowed because of New York State building aid. It is projected that New York State will cover up to 54.5% of our loan. Why do so many districts issue bonds? A bond issue allows a district to maximize the number of capital projects it can complete in as short a period of time as possible. Otherwise, the district would be required to save the money over a period of years so it could afford to pay for these critical projects. (see Questions # 10) At the same time, a bond allows these capital projects to be completed quickly while minimizing the cost to taxpayers. Under New York State law, how can bond money be used? Bond funds can only be used for voter approved capital expenditures. Bond funds may not be used for operating expenses such as salaries and benefits, transportation costs, utilities, textbooks or other supplies. specifically, for what will the money from the North Bellmore bond be used? North Bellmore can use these funds only for the voter approved capital projects in this bond referendum. How long will it take to get this work done? Work will start during the 2010 - 2011 school year and continue through the summer of 2011. Why aren't the costs for these capital projects included in our operating budget? These expenses are not included in our operating budget because the cost would be prohibitive. It is approximated that for every $450,000 included in the districts operating budget, the budget to budget increase to taxpayers is one percent (1%). What happens if the Bond does not pass? If the bond does not pass, the district will be forced to begin to address these critical health and safety issues though the general fund budget. This would potentially add as much as $1,600,000 to the annual budget. This kind of increase, above and beyond the normal yearly budget increases, would dramatically increase the budget to budget expenditures for several years into the future. For example, three of the four boilers currently in the Bond proposal are estimated to cost approximately $800,000 each. The fourth boiler at Newbridge is projected to cost approximately 3.5 million dollars  the need to replace all the 80 year old pipes accounts for the additional cost. So what could the district do? The district could place $1.6 million in the operating budget on a yearly basis forthe next several years. This would allow us to complete a boiler a year (Saw Mill, Park and Martin) for the next three years and place the remaining $800,000 on a yearly basis into a Capital Reserve Fund to begin to save for Newbridge. It would take approximately 5 years to save for the Newbridge boiler What if we cant afford to put $1,600,000 a year into the budget? Keep in mind, the less money we place in the budget each year, the longer it will take for us to get the work completed. No matter how you slice it, failure to approve the Bond will require that we budget a very large sum of money for quite a few years in order to meet these critical needs. Moreover, in the scenario described in question #10, the district would only address the boiler replacement problems and would not be able to address any of the other health and safety issues we are currently facing. It is a lengthy process that would require us to keep our fingers crossed that none of the boilers completely fail while we are waiting to replace them. It puts the electrical upgrade at Dinkelmeyer on the back burner, does not address the door replacement project, and knocks the asbestos tile replacements off the table. The bottom line ~ at this point a Bond is more cost efficient and would allow the district to address the critical health and safety issues now. i have questions that have not been answered in the brochure. How do I get them answered? The district has planned several community meetings to answer questions about the Bond.   CLASS CAPTAIN / PARENTS LIST - Date Posted: 10/05/2009
The Class Captain / Class Parent lists have been completed. If you have been selected to be a Class Captain or Class Parent please take a look in your child's folder as there should be an envelope from the PTA. Class Captains . . . Please speak to your teacher directly and ask them what is planned for the school year. This will guide you on how much money you will need to collect from the class to cover projects, holiday and year end gifts and don't forget $3.00 to be applied to the Class Auction Basket. Welcome! We are very excited about the 2009  2010 school year and are looking forward to working with all of you to make this a memorable year for our children. The PTA is already planning many exciting and educational events. We hope you can stop in at the Annual 2nd Cup of Coffee on Tuesday, September 8th . There will be sign up sheets for various committees. Andrea Ronan will be there accepting PTA membership dues and Melissa Pollack will have some samples of items from our upcoming fundraiser.
